Set honey vs runny honey
Neither is better, neither is fresher, and neither indicates quality. The difference is the glucose-to-fructose ratio the nectar delivered, plus whatever the packer decided to do about it.
Which to choose
Choose by how you eat it, not by what it signals. Set or creamed for toast, spreading and cheese boards; runny for tea, drizzling and cooking. If you want a honey that will reliably stay liquid in the cupboard without being processed to get there, buy a naturally high-fructose one — acacia or tupelo — rather than a filtered and pasteurised blend.
Why these get compared
Because a set jar is the single most common reason people think honey has gone off, and because the belief that runny means fresh is precisely backwards for most honeys. This is the most useful misconception on the site to correct, and it takes one paragraph of chemistry.

Where the difference is overstated
That one is fresher, better, more natural or more raw than the other. Crystallisation says nothing about quality. If anything the inference runs the other way: unfiltered raw honey retains the pollen and particles that seed crystals, so it usually sets sooner than a heavily processed jar.
