Why bees store honey
Honey is a winter fuel supply for an animal that stays awake and warm through it. Almost no other bee needs one.
The problem honey solves
Most insects deal with winter by not being awake for it. Adults die and the next generation waits it out as eggs, larvae or pupae, needing nothing. Honey bees took a different route: the colony stays alive, stays together and stays warm, clustering tightly and shivering its flight muscles to hold the core temperature around 20 °C — considerably higher when brood is present.
That is expensive. Generating heat for five months requires fuel, and it must be stored fuel because nothing is flowering. A temperate colony typically needs somewhere in the region of 15-25 kg of honey to reach spring, and running out is the commonest way a colony dies over winter — usually with the cluster only centimetres from stores it was too cold to move to.
Why there is a surplus at all
Beekeeping depends on colonies collecting more than they need, and the reason they do is that they cannot know how much that is. Nectar flows are brief, intense and unpredictable. A colony that stopped at exactly its calculated requirement would starve in a bad year, and there is no mechanism for calculating a requirement in the first place. The instruction is simpler: while there is nectar and empty comb, fill it.
Given more space, a strong colony in a good year will keep going well past any need. That is what a beekeeper's supers exploit, and it is why the surplus is a real surplus rather than theft — provided enough is left.
The bees that do not store

The pattern is exact. Honey exists where a group of adults must be fed through a period with no flowers. Where that problem does not arise, no honey is made — which is why 'bees make honey' is true of a handful of species and false of nearly twenty thousand.
